It seems like this behavior occurs when 2 different cables are attached on the same monitor(in my case HDMI for newer PC and DP for older PC).
Upon switching sources from the monitor, the problem disappears and display utility appears with the monitor selected. That way it works with both PCs attached and turned on, but sometimes occurs again on reboot.
Removing one of the cables seems to solve the problem indefinitely.
No idea if it's from the monitor or Debian, but I will use only the new PC attached so it's ok..
