To me (seriously, really huge) suprise, after flashing newest available UEFI (August 2023) to z490, I'm veri happy to say that the problem is no more:

And now z490 can boot Debian installer (Yes I've verified it, it booted Debian 12 DVD installer without problems) without messing with UEFI settings beforehand
I've also updated UEFI on B450M to the newest (January 2024) - the same, our key got removed from blacklist!
I wonder though, why did they silently blacklist Debian && other keys in the first place, and then remove them (also silently, it's not in changelogs) from it?
So summarizing - it ain't a thing anymore - just update the UEFI if yer board is affected with crap I had on mine (Possibly every board made between 2021- August 2023)
But anyway, keep an eye on them since they showed they are able to do such immoral move
(As a side note, for some reason now ErP is disabled by default, I recommend to enable it so motherboard doesn't waste 4W on stand-by)
