I wouldn't expect to see GNOME 46 ready to go until we're a little closer to Trixie's release. Mentioned it once in another forum already this morning but in Debian it's all about Stable.
Testing and Unstable aren't official releases, they exist to support Stable's release. Just my opinion but we're still about a year away from Trixie's release, not sure why Debian would want to release (and maintain) GNOME 46 until we're a little closer to Trixie's soft freeze.
