I have tried Flameshot, Shutter, Annotator, Ksnip, and others but have not found any that make these three features easy. Ksnip was pretty close, but I could not find a way to handle the copying of images inside a tab or between tabs or copying a newly captured clipboard image into an open Ksnip tab. I will give Inkscape a try.
