/var/cache/apt/pkgcache.bin holds the package list. I think you can simply delete it and the next 'apt upgrade' will recreate it. Maybe copy a backup to elsewhere temporarily. After that, check apt policy again for a successful update candidate. If still the same then trying alternate sources may help, maybe different mirrors. These may depend on where you are in the world.
