Unless you have a dedicated home partition, it is not possible.
Of course, you can copy the contents (data files) from your home directory to an external hard drive / pen drive and restore them after reinstalling.
Your usernames and passwords (and eventually other privileges configuration) are not under the home directory. Unless you are an experienced user, it not advisable to mix configuration files from different installations or edit manually configuration files (unless strictly required).
