Fedora is not a rolling release, it's a point release that updates every 6 months.In the context that Fedora is used as something similar to a rolling release distribution, it has to be updated every 6 month or it wouldn't make much sense.Yes you upgrade Fedora more but since it is more up to date during its lifetime an upgrade is usually less impactful than upgrading a 2-year-old Debian installation.
