General Questions • Slow restart but fast shutdown in Debian 12, KDE Plasma

Hi, I hope you are doing well.
When I was using debian and decided to restart my system, The restart took a notorious amount of time, I think it was a minute or so, This issue varied with the timing sometimes 30 seconds or 1 min 30 seconds.
But when I shutdown my system, it takes about 1 second or 2. So the restart at most should take 5 seconds right? Also additional info that sometime before the system used to show which services are shutting down and now it shows only 2 things I exactly don't remember which, but when It showed the info there was a service named something like job user 1000@ and it showed the timing in the format 28sec/1 min 28sec and when the first value became equal to the second value, the system restarted.
Here is my inxi -Fxxxxz output-
