Just some ideas what may have an impact

How are the devices mounted?
Does anyone else use the system or device when you try to shutdown?
When booting wait for a longer period of time before ever trying a shutdown so that it is not still booting when you already try a shutdown

Can you catch further information on the devices like
lsblk
ls-l
cat /etc/fstab
full shutdown log

Do you want an instantly shutdown or do you want it to wait for processes to complete before shutdown.

Which command and parameters do you use for the shutdown?
Which version of Debian is in use?

shutdown
systemctl
