I am using Debian 12 stable. When trying to watch a video on Debian, both the visual and audio part will constantly freeze or skip by ~200ms. This happens on low resolutions like 360p but on Ubuntu even 1440p works fine. My cpu and gpu is an Ivy Bridge i3 (2013). The lag happens the same way no matter which video player: Firefox, Brave, VLC, and more. The lag does seem more intense when doing other things on the computer, but even only with a video playing, it will still lag a lot.
Here is what I have tried:
Making sure hardware acceleration is on in the usual places (like Firefox settings)
Enabling non-free software during expert install
Installing i965-va-driver-shaders
Installing libavcodec-extra
Installing everything from deb-multimedia.org
Both Wayland and X11
Gnome and KDE
According to intel_gpu_top, playing a VP9 1080p video on Ubuntu uses 20%-40% of engine "Render/3D". Playing the exact same video on Debian, 60%-80% of "Render/3D" is used. On both operating systems, the "Video" engine is never used when playing VP9 video. However, when playing H264 video, the "Video" engine is used 5%-10% on both Debian and Ubuntu, while still lagging on Debian. Also when playing the VP9 1080p video using Firefox, it will only be using 15% of my cpu.
