Full install has several advantages, but the boot issues are a little complex. You want a GPT partition table with a BIOS boot partition and an EFI partition. Then you install both boot loaders. Actually, I prefer to use Grub for BIOS and rEFInd for UEFI, as the latter enables the flash drive to boot the host computer as well as the flash drive. Bear in mind also, the data partition has to be mounted before it can be linked.

As for Ventoy, it supports persistence but has been hit-or-miss for me to such an extent I no longer bother. Also, no idea whether persistence can be shared. A data partition mounted manually after boot would be easier.
