You misread the manual. -n means next, which means ignore whatever the order is when next boot occurs. If 1 is first in the order, then -n 1 is technically redundant. However, some BIOS have their own ideas inconsistent with man pages and/or management software, so using -n doesn't hurt when it equates to the existing setting. Yours could be one exhibiting such deviant behavior if -o 1... wasn't sufficient on its own.
