Take a look at man Intel (4). Declare them in a minimal 42-Intel.conf file at usr/share/X11/xorg.conf.d/ or /etc/X11/xorg.conf.d/ . I can't recall, but these values may be present for review in /sys/?
I'd wonder about the videoram, page flipping, vsync, triple buffering, etc. Something about this particular igpu? Older igpu's I've used seem to always need something tweaked for correct rendering and I have come across incomplete refreshes, just not in recent memory.
