Got it working by noticing both a ~/.cinnamon folder and a ~/.config/cinnamon folder, and moving the contents of the former under the latter. This wiped all the panel shortcuts (except the "skel" defaults of File Cabinet and Terminal shortcuts). Easily recreated, now I have my bookworm "Mountains through a telescope" back! The life of a recovering Windows Addict!
